Contracting Officer & Senior Contracts Specialist, U.S. Navy

Tianna is a contracting officer and senior contracts specialist for the Naval Information Warfare Center (NIWC)/Atlantic contracting competency at Joint Base Charleston, SC. She currently supports the Expeditionary Enterprise Systems and Services (E2S2) Division. She was invited to serve on the employee council. The employee council is designed to have direct employee access to the head of the contracts competency to support the command climate and collaborate with contracting peers across the command on new and innovative ideas. Tianna jumped into her new role at NIWC and re-introduced a robotic process automation (RPA) NIWC piloted a couple years earlier to the current policy team, which has since been highly encouraged throughout the command. 

Before coming to NIWC, Mrs. Seaman was selected to be United States Space Force’s (USSF) first 1102 distant remote employee. She was selected by name as a direct hire in support of the Innovation and Prototyping Directorate at Kirtland AFB, NM (SSC/SZK). While serving in this capacity she worked daily alongside a truly integrated program team (IPT) in support of the Space Test Program (STP). 

As a military spouse, Tianna has served as a contracting officer with the Mission and Installation Contracting Command (MICC) Fort Riley, KS where she supported the Department of Public Works (DPW) on service and construction contracts. While assigned to the MICC Mrs. Seaman was competitively selected to serve on an eleven-month developmental assignment with the Office of the Deputy Assistant Secretary of the Army for Procurement (DASA(P)), more specifically on the DASA(P) Acquisition Innovation through Technologies (AIT) team. At DASA(P) her innovative concept, which focused on automating the Government acquisition process of market research, was competitively selected by the Army’s Software Factory to be developed utilizing agile DevSecOps methodologies. 

Prior to these positions, Tianna served in various roles within the acquisition process at Eglin AFB, FL from 2015-2019. 

Mrs. Seaman received her Bachelor of Science Degree in Interdisciplinary Social Sciences from Florida State University in 2012. In 2014 she received her Masters of Business Administration (MBA) from Saint Leo University. She is married to CW2 Trevor S. Seaman currently stationed with the 10th Combat Aviation Brigade on Fort Drum, NY. She has a fifteen-year-old son Garrett and an eleven-year-old son Emerson.
