Shaun Bright

Mr. Bright is the Chief of the Other Transaction Authority Section at the Defense Information Technology Contracting Organization (DITCO). He supports the Defense Information Systems Agency (DISA) and the Department of Defense (DoD) by procuring innovative and emerging technology solutions that align with next-generation capabilities and DISA’s strategic objectives by leveraging Other Transactions (OTs) for prototypes. 

He previously served as a Supervisory Contracting Officer in the DITCO Telecommunications Contracting Division, where he oversaw a $1.5B contract portfolio of telecommunication circuits, systems, and networks for a variety of DoD mission partners. Mr. Bright also served as a Lead Contracting Officer at the U.S. Air Force Academy, where he awarded and administered several service and supply contracts to support the Academy’s faculty, staff, and cadets. Prior to entering federal service, he served in the U.S. Army and retired from the U.S. Army Reserves.  

Mr. Bright maintains an Unlimited Contracting Officer and Agreements Officer warrant and holds a Contracting Professional certification and Other Transaction Authority credential from the Defense Acquisition University. He holds a master’s degree in procurement and acquisitions management and a master’s degree in human resource development from Webster University. His awards include the Army Meritorious Service Medal, Army Superior Civilian Service Award, and the Federal Executive Board Excellence in Government-Senior Supervisor Award.
