Contracting Team Lead, US Army Contracting Command
Mr. Ralph Barnes is a Contracting Team Lead, Contracting Officer, and Agreements Officer for the U.S. Army Contracting Command Orlando Office (AACC-O), providing the Contracting and Other Transaction Authority needs of the Program Executive Office – Simulations, Training and Instrumentation (PEO-STRI). Prior to joining the DIU ICAP program, he was supporting the Synthetic Training Environment – Live Training Systems (STE-LTS) with innovative Other Transactions (OTs) to develop the Army’s next generation of Live Training Engagement Systems (LTESS); supporting the One World Terrain (OWT) product team in developing a digital terrain model for use in the Army’s Training Simulation Software and Training Management Tool (TSS-TMT) simulation solution; and providing an OT for the Unified Integration and Transformation (UnITE) prototype project to provide an enterprise-wide product line factory that enables PEO STRI training, threats and test-based programs to develop, secure, deploy and operate training capabilities in a secure, flexible and interoperable manner.
Prior to moving to ACC-O, Mr. Barnes served as an Operational Division Chief for the Mission and Installation Contracting Command - Fort Liberty [Bragg] with responsibility for 20 contracting professionals supporting the strategic, operational and contingency contracting needs of the units and activities on the base and Shaw Air Force Base in South Carolina.
Mr. Barnes has served as a contract specialist, warranted contracting officer, warranted agreements officer, agreements specialist, team leader, division chief and contracting office chief for the past 18 years as an active-duty Army Officer and Department of the Army Civilian with over 35 years of total federal service. He holds a professional certification in Contracting, a DAU credential for Other Transaction Authority (OTA), a Contracting Officer’s warrant, an Agreements Officer’s warrant, and a Master’s degree in Business Administration (MBA) from Regis University.
