Kyle Norman serves as the acting Portfolio Director for the Defense Innovation Unit’s (DIU) Emerging Technology Portfolio. In this role, he accelerates the transition of commercial and dual-use technologies into operational capabilities for the Department of War (DoW). He works closely with DoW stakeholders and industry partners to shape portfolio strategy, launch high-impact projects, and drive outcomes from prototype through fielding and scale. His portfolio spans hypersonics, quantum sensing, microelectronics, directed energy, and any other technologies that create strategic overmatch. Kyle focuses on aligning commercially viable innovation with priority efforts to ensure the Department maintains a decisive lead in emerging domains. He regularly engages with startups, established firms, investors, and research organizations to assess technical maturity, scalability, and pathways to operational adoption. Kyle brings more than 20 years of experience in senior program management, systems engineering, and strategic technology integration within the DoD. Prior to joining DIU, he led a portfolio at the Office of Naval Research with and annual budget in excess $250M. He has served in senior, policy, advisory, and requirements roles supporting Fleet, Joint, and interagency missions. He holds an M.S. in Systems Engineering from the Naval Postgraduate School and a B.S. in Chemical Engineering (Honors).
