The Problem This Solution Solves
The DoD accounts for 80% of USG’s energy consumption which is used by over 238,000 buildings located on 500 DoD installations worldwide. Much of this energy usage is avoidable. DoD must reduce its dependencies on the grid (both home and abroad) through the use of modern construction techniques and materials.
The Solution
ADL Venture’s agreement required the development of a 15% IC conceptual design for a 41,349 SF
single story Child Development Center (Educational Facility) at Joint Expeditionary Base (JEB) Little
Creek-Fort Story, Virginia Beach, VA.
ADL Ventures developed the Concept Design which required the preparation and submission of one (1)
concept design (i.e. drawings, basis of design, cost estimate, etc). The concept design was developed
accordance with FC 1-300-09N, and included the following requirements from the Statement of Work:
a. Site Plan
b. Building Floor Plans
c. Building Elevations
d. Mechanical Plans
e. Electrical Plans
f. Basis of Design Narrative, tied to achieving section 10 success criteria
g. Cost Estimate Reflective of Level of Design
h. Draft energy model
i. Draft Life Cycle Cost Analysis for sustainability features
j. Approach to standardization and prefabrication: Provide information regarding feasibility and
advantages of this approach for similarly sized Military Child Development Centers throughout the US
(i.e. Northwest/Southwest/Northeast/Southeast regions). Details shall include typical modular
construction processes for design, manufacturing, transportation, and installation. Cost efficiencies, time
savings, and advantages/disadvantages compared to traditional construction methods shall be included.
